Analisis Kebijakan Dan Implementasi Penghitungan Suara Pemilu Serentak 2024 Di Kota Surabaya

Abstract

Vote counting is a strategic stage of elections because it determines the accuracy of data transferred to the vote recapitulation process. Its implementation depends not only on clear procedures but also on resource readiness, coordination, and the capacity of election organizers to address operational challenges. This article examines the implementation of vote counting in the 2024 simultaneous elections in Surabaya using Merilee S. Grindle’s policy implementation model, which comprises the dimensions of content of policy and context of implementation. The study employed a qualitative case-study design involving the Surabaya City General Elections Commission and three polling stations (TPS): TPS 25 Medokan Ayu, TPS 110 Tanah Kali Kedinding, and TPS 03 Wonorejo. Data were collected through interviews, contextual observation, and documentation, then analyzed using the nine indicators of Grindle’s model and compared across the three locations. The findings indicate that vote counting was generally implemented relatively well, although operational conditions varied. TPS 25 Medokan Ayu was relatively orderly, despite the need to re-examine and clarify several ballots. TPS 110 Tanah Kali Kedinding faced challenges related to staff fatigue, limited space, and differing interpretations of ballot validity, whereas TPS 03 Wonorejo experienced relatively conducive conditions. Clear procedures and authority, task distribution, technical guidelines, supervision, coordination, and rechecking supported implementation. In contrast, staff fatigue, logistical constraints, limited space, differing interpretations, and the suboptimal provision of health examinations for some personnel hindered implementation. These findings indicate that clear regulations need to be accompanied by adequate resources, technical understanding, and consistent institutional responsiveness to support accurate, transparent, and accountable vote counting.
