Maqashid al-Shariah Performance Spectrum: Constructing a Multi-Tiered Evaluation Framework Based on Residual Deviation Patterns in Islamic Social Funds (ZISWAF)

Abstract


This study aims to construct the Maqashid al-Shariah Performance Spectrum as a multi-tiered evaluation framework based on residual deviation patterns in the management of Islamic social funds (ZISWAF). Employing the Systematic Literature Review (SLR) method with the PRISMA protocol, this study synthesizes 50 articles from Google Scholar, DOAJ, and Scopus for the 2016-2025 period. The findings reveal that residual deviations are concentrated in the Hifzh al-Mal and Hifzh al-Nafs dimensions as the most vulnerable to negative fluctuations. The CUSUM and ICSS methods effectively detect structural breakpoints, while ROC analysis and Youden's Index generate optimal cut-off values for an Early Warning System. The formulation of the Maqashid Performance Index (MPI) integrates residual deviations, dimension weights based on shariah priorities, and social program achievements. Cluster-based restructuring scenario simulations offer adaptive recovery strategies ranging from economic rescue to economic resilience. This research contributes to the development of comprehensive maqashid performance measurement instruments for ZISWAF institutions and regulators.
