PENGUATAN RESILIENSI MASYARAKKAT TERDAMPAK BANJIR MELALUI PROGRAM TANGGAP DARURAT TERPADU DI KABUPATEN PIDIE DAN PIDIE JAYA

Abstract


Abstrak: Bencana banjir yang terjadi di Kabupaten Pidie dan Pidie Jaya, Aceh, pada akhir November 2025 mengakibatkan kerusakan rumah, terganggunya aktivitas sosial-ekonomi masyarakat, serta meningkatnya risiko kesehatan dan masalah psikologis pada kelompok rentan. Program Pengabdian kepada Masyarakat (PkM) Tanggap Darurat Bencana dilaksanakan sebagai bentuk respons cepat terhadap kondisi tersebut dengan melibatkan lima desa terdampak, yaitu Desa Seunong, Geunteng, Blang Cut, Dayah Kruet, dan Jojo. Kegiatan dilaksanakan menggunakan pendekatan respons berbasis kebutuhan melalui empat klaster intervensi utama, yaitu distribusi logistik, layanan kesehatan, penyediaan air bersih dan penerangan darurat, serta pendampingan psikososial. Metode pelaksanaan meliputi koordinasi dengan pemerintah desa, asesmen kebutuhan cepat, pelaksanaan intervensi terpadu, serta monitoring dan evaluasi. Hasil kegiatan menunjukkan bahwa program berhasil menyalurkan bantuan logistik kepada masyarakat terdampak, melaksanakan 281 pemeriksaan kesehatan, menyediakan tandon air dan genset sebagai sarana pendukung layanan dasar, serta melaksanakan kegiatan trauma healing bagi anak-anak korban banjir. Program ini tidak hanya membantu pemenuhan kebutuhan dasar masyarakat pada fase tanggap darurat, tetapi juga meningkatkan kapasitas perangkat desa dan masyarakat dalam pengelolaan bantuan, pelayanan kesehatan dasar, pengelolaan air bersih, dan pendampingan psikososial berbasis komunitas. Temuan ini menunjukkan bahwa pendekatan kolaboratif berbasis kebutuhan mampu memperkuat ketahanan masyarakat dalam menghadapi situasi pascabencana.

Abstract:  Flood disasters that occurred in Pidie and Pidie Jaya Regencies, Aceh, at the end of November 2025 caused severe damage to housing, disrupted socio-economic activities, and increased health and psychological vulnerabilities among affected communities. This Community Service Program (PkM) was conducted as an emergency response intervention involving five flood-affected villages, namely Seunong, Geunteng, Blang Cut, Dayah Kruet, and Jojo. The program employed a needs-based emergency response approach through four intervention clusters: logistics distribution, health services, clean water and emergency electricity provision, and psychosocial assistance. The implementation stages included coordination with village authorities, rapid needs assessment, integrated intervention activities, and monitoring and evaluation. The results demonstrated that the program successfully distributed essential logistics, provided 281 health examinations, supplied water storage tanks and generators, and conducted trauma-healing activities for children affected by the disaster. Beyond meeting immediate emergency needs, the program enhanced community capacity in managing aid distribution, basic healthcare services, clean water management, and community-based psychosocial support. These findings indicate that a collaborative and needs-based intervention model can strengthen community resilience during post-disaster recovery.
