Abstract

This study aims to analyze the implementation of the prostitution prohibition policy and the challenges of public service delivery in Ternate City, Indonesia. The study is grounded in the discrepancy between the local government's established policy prohibiting prostitution and the empirical conditions in the field, where prostitution activities continue to occur covertly. Furthermore, previous studies have predominantly focused on legal and social aspects, while the relationship between policy implementation and public service quality remains relatively underexplored. The novelty of this study lies in its analysis of the interrelationship between policy implementation effectiveness, public service capacity, and the socio-economic conditions of the community in Ternate City. This study employs a qualitative research method with a descriptive approach and a case study design. Informants were selected using purposive sampling, comprising representatives from the Municipal Civil Service Police Unit (Satpol PP), the Social Affairs Office, the Health Office, the police, the Ombudsman of the Republic of Indonesia Representative Office for North Maluku, community leaders, and other individuals with relevant knowledge of the social conditions surrounding prostitution practices in Ternate City. Data were collected through in-depth interviews, observation, and documentation, and subsequently analyzed through data reduction, data display, and conclusion drawing and verification. The findings indicate that the implementation of the prostitution prohibition policy in Ternate City has not been optimal due to weak supervision, limited human resources and institutional capacity, ineffective inter-agency coordination, and socio-economic factors that continue to contribute to prostitution practices. Challenges in public service delivery are reflected in the inadequate implementation of social rehabilitation programs, economic empowerment initiatives, and assistance for vulnerable groups affected by the policy. This study concludes that the successful implementation of the prostitution prohibition policy cannot rely solely on law enforcement approaches. Rather, it requires strengthening responsive, collaborative, and sustainable public service delivery to provide comprehensive social and economic solutions for the community.
