IMPLEMENTASI ASPEK HUKUM DAN ETIKA DALAM PENGEMBANGAN PERPUSTAKAAN DIGITAL: STUDI KASUS REPOSITORY PERPUSTAKAAN UNIVERSITAS JENDERAL ACHMAD YANI YOGYAKARTA

Abstract


ABSTRAK:

Penelitian ini mengeksplorasi implementasi aspek hukum dan etika dalam pengembangan perpustakaan digital, dengan fokus pada studi kasus Repository Perpustakaan Jenderal Achmad Yani Yogyakarta. Perpustakaan digital memiliki peran penting dalam menyediakan akses informasi yang luas dan mudah diakses, namun juga menghadapi tantangan yang signifikan terkait dengan kepatuhan hukum dan etika dalam pengelolaan konten digital. Penelitian ini menggunakan pendekatan kualitatif dengan metode wawancara mendalam, observasi partisipatif, dan analisis dokumen untuk mengumpulkan data dari pengelola perpustakaan, ahli hukum, dan pengguna repository. Hasil penelitian menunjukkan bahwa Perpustakaan Jenderal Achmad Yani Yogyakarta telah menerapkan berbagai kebijakan dan praktik untuk memastikan kepatuhan terhadap regulasi hukum dan standar etika. Kebijakan ini mencakup pemeriksaan plagiasi dengan hasil maksimal 25%, penundaan publikasi selama 6 bulan untuk memungkinkan publikasi di jurnal, dan perlindungan privasi pengguna. Tidak ada pelanggaran etika yang tercatat sejak tahun 2016, mencerminkan komitmen kuat terhadap integritas akademik dan pengelolaan informasi yang bertanggung jawab. Penelitian ini memberikan rekomendasi untuk meningkatkan implementasi aspek hukum dan etika melalui penguatan kebijakan, peningkatan sumber daya, dan program pelatihan yang lebih komprehensif. Dengan demikian, penelitian ini berkontribusi pada pemahaman yang lebih mendalam tentang praktik terbaik dalam pengelolaan perpustakaan digital dan dapat menjadi panduan bagi institusi serupa dalam menghadapi tantangan yang sama.

ABSTRACT.

This research explores the implementation of legal and ethical aspects in the development of digital libraries, focusing on a case study of the Repository of Jenderal Achmad Yani Library in Yogyakarta. Digital libraries play a crucial role in providing broad and easily accessible information; however, they also face significant challenges related to legal compliance and ethical management of digital content. This study employs a qualitative approach using in-depth interviews, participatory observation, and document analysis to collect data from library managers, legal experts, and repository users. The results indicate that the Jenderal Achmad Yani Library has implemented various policies and practices to ensure compliance with legal regulations and ethical standards. These policies include a plagiarism check with a maximum threshold of 25%, a six-month publication delay to allow for journal publication, and the protection of user privacy. No ethical violations have been recorded since 2016, reflecting a strong commitment to academic integrity and responsible information management. This research provides recommendations to enhance the implementation of legal and ethical aspects through policy strengthening, resource enhancement, and more comprehensive training programs. Thus, this study contributes to a deeper understanding of best practices in digital library management and can serve as a guide for similar institutions facing comparable challenges.
