EVALUATION OF COLLECTION DEVELOPMENT POLICIES IN UNIVERSITY LIBRARIES

Abstract

This study aims to evaluate collection development policies at university libraries in Makassar and Mataram. The focus of the study includes an analysis of policy implementation, identification of constraints, and an evaluation of collection depth based on the RLG Conspectus. The study employs a qualitative approach using descriptive methods. Data were collected through in-depth interviews, observations, and documentation of informants selected through purposive sampling, namely librarians and parties involved in collection development. Data validity was tested using triangulation and member checking techniques. Data analysis was conducted using an interactive model that included data reduction, data presentation, and drawing conclusions. The research results indicate that the implementation of collection development policies has proceeded systematically, but has not been consistent in practice. The collection selection process still reveals a gap between a user-needs-based approach and collection availability. The depth of the collection is at the learning to research level (levels 3 and 4), but does not yet fully utilize standardized evaluation methods. Major constraints include budget limitations, human resource constraints, and low user participation. This study underscores the importance of RLG Conspectus-based evaluation to improve the quality of collection management.
