Strategic Planning: Developing an HR Strategic Plan in Islamic Education Institutions

Abstract


Abstract: This study aims to analyze strategic planning in human resource management (HRM) in Islamic educational institutions through a Systematic Literature Review (SLR) approach. Literature sources were obtained from Scopus, DOAJ, and Google Scholar databases, with selection of articles published in the last 10 years. The results showed that HR strategic planning is a key factor in improving the effectiveness of Islamic education institutions. This approach includes the integration of Islamic values with modern management practices, transformational leadership, community-based strategies, as well as the use of planning tools such as balanced scorecards. However, there are still challenges in the implementation of HR strategic planning, such as limited understanding of Islamic-based HR management theories, lack of resources in policy implementation, and the gap between the sharia-based curriculum and the needs of the global job market. In addition, the lack of cooperation with Islamic financial institutions and limited digital-based training programs, creativity, and critical thinking are obstacles in facing the Society 5.0 era. Therefore, further research is needed on an adaptive and innovative HR strategic planning model to improve the competitiveness and sustainability of Islamic education institutions amid global dynamics.
