Monitoring dan Evaluasi Implementasi Rencana Tata Tanam dan Rencana Alokasi Air di Kabupaten Sumbawa

Abstract


The Cropping Plan (RTT) and the Annual Water Allocation Plan (RAAT) are important instruments in irrigation management to ensure effective, efficient, and equitable water use. The implementation of these two documents requires good coordination between relevant stakeholders, namely irrigation institutions, related agencies/institutions, and farmers. This study aims to evaluate the implementation of the preparation and implementation of the RTT and RAAT in Sumbawa Regency, identify problems encountered in their implementation, and develop recommendations as an effort to improve the effectiveness of irrigation management. The research method in implementing monitoring and evaluation is a survey and interview method by filling out a Google Form-based questionnaire. Respondents who filled out the questionnaire were the Regency Irrigation Commission, Irrigation Observers, and P3A/GP3A/IP3A/FKP3A in the Provincial Irrigation Area in Sumbawa Regency. The monitoring results show that in general the process of preparing the RTT has run according to the provisions through cross-sectoral coordination then determined by the Global RTT by the Regent. However, implementation in the field still faces various challenges, including damaged irrigation infrastructure, canal sedimentation, waste, limited human resources, climate change, weak synchronization between agencies, and violations of cropping patterns by farmers. Therefore, strengthening water resource governance is necessary through increased institutional coordination, infrastructure rehabilitation, data digitization, and the development of information systems.
