Strategi Pencegahan Penelantaran Anak Pekerja Migran Indonesia di Desa Jerowaru Kabupaten Lombok Timur

Abstract


Penelantaran anak merupakan perbuatan yang melanggar hukum pidana karena membiarkan mereka tidak mendapatkan pemenuhan hak-hak perlindungan anak. Tujuan penelitian ini untuk mengeksplorasi strategi pencegahan penelantaran anak pekerja migran Indonesia di Jerowaru kabupaten Lombok Timur. Metode penelitian ini menggunakan penelitian kualitatif dengan pendekatan yuridis empiris. Informan penelitian terdapat 5 orang pengasuh dan 3 orang aparat desa. Pengumpulan data menggunakan interview dan analisis dokumen. Analisis data menggunakan tahapana pengumpulan data, display data, verifikasi data dan mengambil kesimpulan serta triangulasi keabsahan data. Hasil penelitian ini menunjukkan bahwa strategi pencegahan pencegahan penelantaran anak pekerja migran Indonesia dapat dilakukan dengan cara: pertama, kebijakan dan regulasi perlindungan anak pekerja migran Indonesia harus diperkuat pada aspek perlindungan anak pekerja migran yang ditinggal dengan melindungi hak asuh, pendidikan, kesehatan dan sosial. Kedua, kerja sama pemerintah dengan forum anak desa sebagai wadah pembinaan anak pekerja migran dengan memberikan upaya peningkatan penguatan karakter. Ketiga, memberikan penguatan pola pengasuh anak melalui pendampingan berkelanjutan agar para pengaruh anak PMI ini mendapatkan perlakuan yang manusiawi dan menjunjung tinggi nilai-nilai hak asasi manusia. Keempat, program pendidikan dan kesadaran bagi pengasuh sangat penting dilakukan untuk mencegah penelantaran anak pekerja migran, sehingga dengan pola tersebut mampu memberikan efek yang positif terhadap perlindungan anak. Jadi strategi pencegahan penelantaran anak sebagai perlindungan anak seawal mungkin untuk mengurangi penelantaran anak yang lebih besar.

 

Child neglect is an act that violates criminal law because it allows them not to get the fulfillment of child protection rights. The purpose of this study was to explore strategies for preventing the neglect of Indonesian migrant worker children in Jerowaru, East Lombok Regency. This research method uses qualitative research with an empirical legal approach. The research informants were five caregivers and three village officials. Data collection used interviews and document analysis. Data analysis used the stages of data collection, data display, data verification, drawing conclusions, and triangulation of data validity. The results of this study indicate that strategies for preventing the neglect of Indonesian migrant worker children can be carried out in the following ways: first, policies and regulations for the protection of Indonesian migrant worker children must be strengthened in terms of protecting migrant worker children who are left behind by protecting custody, education, health, and social rights. Second, government cooperation with village children's forums as a forum for fostering migrant worker children by providing efforts to improve character building and third, providing strengthening of child care patterns through ongoing assistance so that these PMI children receive humane treatment and uphold human rights values. Fourth, education and awareness programs for caregivers are critical to prevent the neglect of migrant workers' children so that this pattern can provide a positive effect on child protection. So, the strategy of avoiding child neglect as early child protection as possible is to reduce the neglect of older children.
