Abstract

The development of organic farming-based tourist villages faces challenges in integrating local resources, tourism governance, digital transformation, and sustainability. Lombok Kulon Organic Tourism Village, Wonosari District, Bondowoso Regency, East Java, Indonesia, has substantial potential in this regard; however, its Village SDGs score of 43.80 indicates the need to strengthen sustainable consumption and production, climate change responsiveness, and development partnerships. This community engagement program aimed to develop a community-based conceptual model of Smart Eco-Tourism while strengthening local institutional capacity as a foundation for sustainable tourism governance. The target partners comprised the Al Barokah Farmers’ Association (Gapoktan), Village-Owned Enterprise (BUMDes), Tourism Awareness Group (Pokdarwis), and village government. The program employed participatory approaches through Participatory Rural Appraisal (PRA) and Participatory Action Research (PAR), implemented through potential-resource mapping, participatory observation, focus group discussions, and digital literacy training. The results indicate that organic farmland managed under the one-block farming system expanded from approximately 65 to 105 hectares, representing a 61.5% increase. This development is supported by year-round irrigation availability, a rice-milling capacity of 1.5 tons per hour, and marketing networks extending to Bali. Nevertheless, BUMDes and Pokdarwis require further strengthening in managerial capacity and digital governance. The program produced a conceptual Smart Eco-Tourism model, a conceptual homestay area design, and strengthened human resource capacity, providing a foundation for the subsequent implementation of an integrated digital tourism management system.
