PENGUATAN TATA KELOLA PROGRAM KESEHATAN MELALUI PENDAMPINGAN PENYUSUNAN RENSTRA DAN RENJA DINAS KESEHATAN

Abstract


Abstrak: Permasalahan utama pembangunan kesehatan di tingkat daerah adalah belum optimalnya tata kelola perencanaan program yang berbasis data, terintegrasi, dan selaras dengan kebijakan nasional serta dokumen perencanaan daerah. Kegiatan pengabdian ini bertujuan untuk memperkuat tata kelola program kesehatan melalui pendampingan penyusunan Rencana Strategis (Renstra) Dinas Kesehatan Kota Magelang Tahun 2025–2029 dan Rencana Kerja (Renja) Tahun 2026. Metode pelaksanaan meliputi advokasi, ceramah, diskusi interaktif, serta praktik langsung penyusunan dokumen perencanaan dengan mitra utama Subbagian Program dan Keuangan Dinas Kesehatan Kota Magelang, yang melibatkan pemangku kepentingan internal dan lintas sektor. Kegiatan ini difokuskan pada peningkatan keterampilan teknis (hard skill) perencana kesehatan dalam analisis situasi kesehatan, penyusunan indikator kinerja, serta penyelarasan indikator perencanaan dengan kebijakan nasional dan daerah. Evaluasi kegiatan dilakukan melalui analisis keselarasan indikator dokumen perencanaan antara RPJMN, RIBK, RPJMD, dan Renstra perangkat daerah. Hasil evaluasi menunjukkan bahwa tingkat keselarasan indikator pembangunan kesehatan dengan RPJMN mencapai 100% (15 dari 17 indikator tercantum dengan penggunaan indikator proksi), sedangkan keselarasan dengan RIBK mencapai 97% (33 dari 34 indikator tercantum). Selain itu, kegiatan pendampingan menghasilkan dokumen Renstra dan Renja Bidang Kesehatan yang selaras dengan RPJMD dan kebijakan kesehatan nasional. Kegiatan ini berkontribusi dalam memperkuat kapasitas teknis perencana kesehatan serta meningkatkan kualitas tata kelola perencanaan kesehatan daerah secara lebih sistematis dan berkelanjutan.

Abstract: A major challenge in regional health development is the suboptimal governance of health planning that is data driven, integrated, and aligned with national and regional policy frameworks. This community service activity aimed to strengthen health program governance through assistance in developing the Strategic Plan (Renstra) of the Magelang City Health Office for 2025–2029 and the Annual Work Plan (Renja) for 2026. The methods included advocacy, lectures, interactive discussions, and hands-on planning document development, involving the Program and Finance Subdivision of the Magelang City Health Office and cross-sector stakeholders. The activity focused on improving technical skills (hard skills) of health planners in conducting health situation analysis, formulating performance indicators, and aligning planning indicators with national and regional policy frameworks. The evaluation was conducted through an indicator alignment analysis between national planning indicators (RPJMN and the Health Sector Master Plan/RIBK) and regional planning documents (RPJMD and Renstra). The evaluation results showed that the alignment of health development indicators with the RPJMN reached 100% (15 out of 17 indicators aligned using proxy indicators), while the alignment with the RIBK reached 97% (33 out of 34 indicators aligned). In addition, the assistance process resulted in finalized Renstra and Renja health planning documents aligned with the RPJMD and national health policies. This activity contributed to strengthening the technical capacity of health planners and improving the quality of regional health planning governance in a more systematic and sustainable manner.
